If your looking at plan html sites (not with php scripts etc) i suggest hostgator.com because of their specs and support.

First of all you tell me how many pages do you want in your website because cost is totally depend on web pages anyway I recently came across a site called tiptopwebsite.com that provides opportunity to create own website with good packages. personally, i would host anywhere with cPanel and unlimited domains and subdomains. that way, i can have whatever i want and change it up with CMS.
