I really know almost nothing about this stuff.
I have a blog at Google (Blogger,) and would like to go to the next level. I was told I should register the name. My blog name is pretty long, and not very practical. Would it make sense to register the shorter version? And would I be able to connect them somehow in the future?

Can't connect them.
You can do a redirect with a new domain to the blogger.

If you need to register a domain use godaddy or namcheap. Find a domain name you like register it and get hosting. Umm you need to use a blog script like Wordpress.org

Taking your blog to the next level will involve moving from blogger to your own domain name. Use godaddy as mentioned above, and you can also get cheap hosting from them.

Then use Wordpress. Wordpress has the feature to import everything from your blogger blog. So you can setup the new blog, and when you are ready, simply import everything from blogger, and direct people to the new blog.

It's actually quite a simple process, but can be very effective.

Can you tell us your blog name? If you are going to register a blog domain, as much as possible, it must contain your MAIN keyword (like mine, although it was hosted by blogspot, it contain my keyword MUSCLE PAIN).
