Well with my own opinion page rank will be determined in the page itself on how is it popular on the google search engine. Usually the target of page rank is the main page of a site.

Good content+backlinks. Essentially if you have good content you are to have a lot of backlinks, as other resources usually put links to sites of high quality. So good content=> a lot of backlinks. And if you have a lot of backlinks that kinda means you have a good content whcich is a sign of a good site.
